释义	three-line whip三道杠出席令，亦称特急出席通知。英国议会中的各个政党都会任命一名议员担任组织秘书（whip），主要负责维护党的纪律，确保本党议员参加辩论，并遵照指定立场投票。组织秘书每星期会向议员们发送通报（亦称whip），告知未来一个星期的议事日程。辩论的事项按重要程度在下面画一至三道横杆。三道杠的通报称three-line whip，表示必须出席，而且必须按照指定立场投票。违纪者会受到严厉处分。
